Hailing from Bethesda, Maryland, Nelligan attended Severn School, where he excelled as a captain in football, lacrosse, and swimming, earning MVP honors in both football and swimming. His athleticism and leadership flourished further at the U.S. Military Academy at West Point, where he quickly developed into a standout rugby player.

By his senior year, KoiKoi was instrumental in leading Army West Point Rugby to a D1A National Championship and set a team record of 16 tries in a single season. Known for his dynamic playstyle and relentless drive, he was named MVP of both the National Semi-finals and the Final.
